Individual Company Export Promotion (ICEP) Program

SBA’s Eligibility Guidelines:

  1. Make sure your company qualifies based on the SBA guidelines for size standards found at 13.C.F.R. Part 121
  2. Your company must have been in business for not less than one year, operating and incorporated in the U.S.,
    and in the state of California.
  3. Registered to do business in the state of California as small business in good-standing or as a sole-proprietor
    in good-standing.
  4. Must have sufficient resources to bear associated costs including packing, shipping, freight forwarding and customs broker fees. (*The Export Readiness Assessment will help identify a company’s ability to meet these demands.)

Types of activities approved for ICEP funding:

  • Support for small business participation in foreign trade missions and foreign market sales trips
  • Subscription services by the Department of Commerce
  • Website translation fees
  • Design / translation of marketing materials including labels
  • Trade show exhibition – attendance and/or booth space
  • Compliance related testing for foreign market entry (maximum of $2,000)
  • Shipment of samples to trade event/buyer meetings (maximum of $2,000)
  • Other export activities as deemed appropriate by the SBA
  • Food, lodging and travel are NOT reimbursable expenses

How to get reimbursed for ICEP expenses:

  • Submit your completed ICEP application at least 35 days prior to trade activity (and within the ICEP open application window)
  • Receive email notification (typically 2-3 weeks post submission) of ICEP application approval
  • Complete “Payable Vendor” paperwork in order to open a Purchase Order for payment
  • Execution of approved activity
  • Submission of receipts directly related to approved activities, proof of payment (such as credit card statement), invoice and post-event STEP survey within 30 days of activity completion
  • Issuance of check – typically within 3-4 weeks of all required submissions
  • If your firm is selected to participate in the ICEP program, you agree to:
    • undertake efforts, outside of the ICEP program, to promote your company and products or services to potential export customers and actively pursue strategic partners that will help promote your product/service in the designated target market(s).
    • appropriate due diligence prior to and/or in conjunction with the chosen California ICEP activity including researching market channels, identifying potential customers, establishing on-site meetings and promoting your company’s participation in these events through online, print and related marketing efforts.
    • respond to surveys that are conducted by California ICEP to assess the quality and effectiveness of the services, report export outcomes associated with California ICEP activities and services and provide the contact information for the person at your company responsible for survey responses and trade related information.
    • Please remember, your willingness to provide information related to the efficacy of the California STEP program is part of what sustains such programs and services. Your data is used confidentially to report outcomes related the effectiveness of the California STEP program.
